Right-of-Way Engineering and Survey Support Services (Merced to Bakersfield ROWE I and ROWE II) Requests for Qualifications

The California High-Speed Rail Authority (Authority) has issued two Request for Qualifications (RFQ) to procure two contracts for Right-of-Way Engineering and Survey Support Services (ROWE) (Merced to Bakersfield ROWE I) and (Merced to Bakersfield ROWE II).

Scope – Term – Budget
The procurements will result in two contracts with scopes of work that provide personnel and expertise to prepare Right-of-Way (ROW) appraisal maps, legal descriptions, land surveying, staking, monumentation, record maps, exhibits to support ROW acquisition and/or RON packages, and other required services. The geographic scope for the services will be located in the 171-mile Merced to Bakersfield segment in the Central Valley.

The resulting contracts will both have durations up to 4 years and not-to-exceed amounts of $10 million.

Schedule
The schedules for these procurements are as follows:

  • RFQ Release Dates: April 28, 2025 (ROWE I) and May 9, 2025 (ROWE II)
  • Virtual Pre-Bid Conference and Small Business Workshop: May 16, 2025 (ROWE I and ROWE II)
  • Statements of Qualifications (SOQ) Due Dates: July 8, 2025 (ROWE I) and August 5, 2025 (ROWE II)
  • Notice of Proposed Award Dates: August 2025 (ROWE I) and September 2025 (ROWE II)
  • Contract Execution and Notice to Proceed Dates: September 2025 (ROWE I) and October 2025 (ROWE II)

Conflicts of Interest
IMPORTANT NOTICE: Offerors with existing ROWE contracts and/or Offerors who intend to submit SOQs on both RFQs, are required to submit a request for an organizational conflict of interest (OCOI). Failure to submit an OCOI prior to submittal of an SOQ may delay the contract award.
