Request for Expressions of Interest for Architectural and Engineering (A&E) Services, Indefinite Delivery Indefinite Quantity (IDIQ) Pool Contract

The California High-Speed Rail Authority has issued a Request for Expressions of Interest (RFEI) to request Expressions of Interest (EOI) from qualified entities (Responders) interested and able to provide multi-disciplinary professional architectural and engineering services on a task order basis. The Authority intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to two pools of businesses: one minor works pool to be comprised of small businesses and one major works pool to be comprised of large business prime consultants. There is also the possibility that the Authority will establish a third pool comprised of intermediate-sized businesses.

Accordingly, the Authority seeks responses from large businesses as well as qualified Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), Disadvantaged Business Enterprise (DBE), and Disabled Veteran Business Enterprise (DVBE) entities, in addition to entities identifying as “intermediate”.

The anticipated schedule for this RFEI is as follows:

  • Release: Thursday, November 13, 2025
  • Virtual Industry Forum: Monday, November 24, 2025, 10 a.m. Pacific Time
  • Written Question Due: Friday, December 5, 2025, 12 p.m. Pacific Time
  • Authority Responses Posted: Friday, December 12, 2025
  • EOI Response Deadline: Friday, December 19, 2025, 12 p.m. Pacific Time
