The Capital Procurement Section develops and manages the procurements of architectural and engineering (A&E) contracts and capital contracts. These procurements support the Authority in delivering the nation’s first high-speed rail system. Procurements under the Capital Procurement Section include, but are not limited to, construction, engineering services, environmental services, and design services. Request One-on-One Meetings Prior to Issuance of a Procurement

The Authority encourages exchanges of information between the Authority and interested parties prior to issuance of a procurement. Any exchange of information must be consistent with procurement integrity requirements. Interested parties include potential offerors/proposers and their potential team members (including small businesses) and industry representatives.

Procurement Updates

The Authority is updating its Procurement plan and will provide updated information with the release of a supplemental report to its 2025 Project Update Report later this summer.

Multiple Award Task Order Contracts (MATOC)

The Authority anticipates establishing a Multiple Award Task Order Contracts (MATOC). The Authority released a Request for Expressions of Interest (RFEI) in June 2025 seeking qualified entities (Responders) interested and able to provide a broad range of repair and minor construction activities on a task order basis. The work will occur in the counties of Merced, Madera, Fresno, Tulare, Kings, and Kern. The Authority seeks responses from qualified Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), Disadvantaged Business Enterprise (DBE), and Disabled Veteran Business Enterprise (DVBE) entities.

Request for Expressions of Interest for the Delivery of Operating Segments

The Authority is issuing a Request for Expressions of Interest (RFEI) from firms (Respondents) interested in participating in one or more aspects of the project.

The Authority is looking for detailed feedback on the commercial, financial, technical, and procurement aspects of its preferred delivery strategy, as well as the industry’s view on the potential benefits and challenges from combining large remaining portions of the System into one or more design-build-finance-maintain (DBFM) or similar contracts, as further detailed in the RFEI.

Firms are invited to submit Expressions of Interest (EOI) in response to the RFEI. The Authority seeks responses from Respondents on the questions set forth in the RFEI.
